The 2008 Promotion of Language Program for ASEAN + 3 Cooperation

Organized by the Department of Foreign Affairs (DEPLU)

Background:

The ASEAN+3 process is a regional key in developing an East Asian community. An important aspect of this process is the promotion of understanding of the varied yet unifying cultural norms and values of ASEAN+3. Such traits should serve as a strong foundation in promoting regionalism.

The inclusion of the study of East Asian languages will significantly enhance mutual understanding among the nations of East Asia. Languages can play an important role in conveying the genuine intent for cooperation, while fostering cultural interactions. More specifically, the promotion of the ASEAN+3 languages among the Foreign Service officers of the ASEAN+3 countries offers the prospect of maximum benefits to ASEAN+3 cooperation.

The Government of the Republic of Indonesia is organizing scholarships for 1 (one) junior Foreign Service officer from each country of ASEAN+3 to learn Indonesian language and culture. The program will be organized by the Centre for Education and Training, Department of Foreign Affairs of the Republic of Indonesia.

Purpose:

The purpose of this programme are:

  1. to improve the capacity of ASEAN+3 junior Foreign Service officers to cooperate among themselves;

  2. to enhance the knowledge of the ASEAN+3 junior Foreign Service officers of their common cultural norms as well as values and develop a sense of East Asian identity;

  3. to ensure the proficiency of junior Foreign Service officers in using and communicating in Indonesian language.

Program:

Participants will learn Bahasa Indonesia as well as the practice of Bahasa Indonesia in daily life. Participants will also be introduced to the richness of Indonesian culture, especially Javanese culture.

Duration:

The duration of the course is 300 hours and will be conducted for about 5 hours/day, on Monday – Friday. The training is planned to be conducted from 23 June to 19 September 2008.

Venue:

The course will be conducted in Yogyakarta, Indonesia.

Number of participants:

12 diplomats (1 person from each country of ASEAN+3, excluding from Indonesia)

Each scholarship covers:

  • Tuition fee, including officially programmed trip to places of interest;

  • A round-trip economy-class air tickets for international flights to and from Jakarta and for domestic flights to and from Yogyakarta (ticket arrangements will be confirmed later);

  • Monthly allowance of Rp 1.275.000 (approximately US$ 137; US$1= Rp. 9,300);

  • Accommodation (board and lodging). All participants will stay at the same place;

  • Accident and health insurances (exclusive of illnesses that have been diagnosed for more than 1 year).

Qualifications of the Candidates:

The candidates for this scholarship must:

  • not be older than 35 years old by 23rd June 2008

  • hold at least a Bachelor degree;

  • diplomat with no more than 5 years of working experience;

  • speak English fluently;

  • nominated by the respective Government;

  • good health and not pregnant.

 Application Procedures:

Candidates must submit the following:

  • An official nomination letter from the authorized organization;

  • Completed application form; (application form-click here)

  • Two passport-size recent photographs;

  • A copy of valid passport (at least valid for one year);

  • A medical report from physician declaring the candidate’s health;

Regulations:

Participants must observe the following regulations:

  1. Participants should only stay at the places designated by the Indonesian Government.

  2. Participants must attend the classes as scheduled in the program. Participants who cannot attend certain class because of unhealthy physical condition must submit a physician ’s note.

  3. Participant who wishes to extend his/her stay in Indonesia after the end of the training period may do so under his/her own responsibility and on his/her own expenses, including the return flight if other than the designated flight and schedule.

  4. Participants should be aware of the maximum accepted weight of baggage to be carried on international flights is 20 kilograms. Any cost for exceeding weight limit will be the responsibility of participants.

  5. Participants are NOT allowed to bring any family member to Indonesia during the training period.
